Under the conference agreement on the Tax Cuts and Jobs Act, 65.5 percent of taxpayers would receive a tax decrease of $100 or more in 2019, 28.9 percent of taxpayers would see their taxes increase or decrease by less than $100, and 5.5 percent of taxpayers would receive a tax increase of $100 or more, according to a December 19 Joint Committee on Taxation report.
